As far as I know you need the organisers permission to be anything other than Human.
There are currently definately no Fae as a player race. Im aware however that players are welcome to define new races under guidance (thats how the elves arrived). Whether or not they will be allowed may very much be down to what you think they should be like and how it fits in the game. I'd be deeply suprised if your concepts of fey didn't fit in with the ethos of play. If they are much like elves that could cause problems, other than that there might be issues if theyve already been referenced in group mythologies.
Im sure nick will talk it through with you. They were encouraging people to play humans for the first event, however if its yourself involved I suspect you'd be trusted to play well so it wouldn't matter. What I do know is that if you start up a race then you get to say who plays it and get to be in control of the concept which is a nice touch... except humans... they are generic default. The game has enourmous scope for personalisation and the creation of magics/races/concepts etc that do not yet exist.

XP is live... you gain XP by the hour IC and can trade it in at any point in the event... you get more XP if you sleep in character. Skill costs are based on your base stats in the applicable attribute. XP is also for the player. This means you by no means have to spend it on your character you can save it for your next (lots of people might play a human for their first event to get the hang of the system and save their XP for their next game and long term character, alternatively a group could pool XP to create a group specific 'special thingy' one group for instance pooled their XP to have a minotaur character that would be playable, another might make a sacred grove.
As an interesting aside i don't think there is a skill that allows people to write (I could be wrong). Which is most entertaining... and actually more of an issue than you might think... makes for a nice feel for the world.
Theres also a lovely element of 'Players handbook' to the game the basic rules are just that... basic rules.... I have no real idea what other classes may or may not be able to do which adds to the air of fear... that bloke says hes a mage... but I don't know what he can do... Ive seen some nasty stuff though better be wary.
Theres also no monsters as such... just players... which is very interesting.
